Abstract:

A study was conducted to gain an understanding of the achieved response rate in federal government surveys using the surveys approved by Office of Management and Budget (OMB) in 1998. A regression model was examined to relate various factors. We recommend that OMB adopt a formula based on historical experience for calculating expected response rates. A standard for processing information collection requests (ICRs) is recommended. How to assess nonresponse bias is also discusssed.
