Title: Using Privacy Impact Assessments to Implement Data Stewardship Principles and Practices

Abstract:

The E-Government Act of 2002 (P.L. 107-347) requires that federal agencies conduct a privacy impact assessments (PIAs) prior to new collections of personal information. Some agencies already conduct or are designing them, given earlier requirements levied by targeted statute or as part of the Office of Management and Budget budget submission process. The U.S. Census Bureau, as part of its current emphasis on data stewardship (balancing use and protection of data) as a mission enabler, is investing significant resources in designing and implementing a robust, meaningful PIA process, which builds on the work of others and it believes can be a federal government-wide model. The PIA provides an opportunity to integrate data stewardship considerations into all phases of a census or survey lifecycle, from planning to archiving. This paper describes the specific legal requirements and the Census Bureau's approach to developing and implementing a PIA, including how it helps to integrate privacy principles, data stewardship policies, procedures and controls.
