Abstract:

The purpose of this paper is to perform a detailed comparison of school enrollment and educational attainment data collected during Census 2000 with that collected from the 1999, 2000, and 2001 American Community Survey (ACS). This evaluation is important since data from the ACS are eventually expected to replace data traditionally collected during the decennial census. The first phase of analysis compares the education estimates produced by the two surveys at various geographic levels. The second phase of analysis examines data completeness in the two surveys. Phase three discusses how differences in data collection methodology may impact the survey estimates and data completeness. The final phase of analysis compares the two sets of estimates for important demographic subgroups and by mode of data collection in an attempt to better explain observed differences. Preliminary results indicate a great deal of comparability in the two sets of estimates but also suggest that differences in mode and timing of data collection may result in higher levels of college enrollment and lower levels of preprimary enrollment in Census 2000 than in the 2000 ACS.
