Abstract:

In 2002 the U.S. Supreme Court ruled on a case involving the use of imputation in the decennial census. At issue in the case were two questions: first, was the imputation used in the census a form of the "sampling" proscribed from use in the census, and second, is imputation consistent with the constitutional mandate for an "actual enumeration?" I will discuss both the case and the role of statisticians as part of a legal team taking a case before the Supreme Court.
