Abstract:

As part of a long-term effort to improve the SIPP, the health section of the instrument was modified to reduce burden and clarify concepts for respondents, adjust for real-world changes in the health system over the past decade, and produce a cleaner, more useful dataset for analysts. For example, a series of check items was added in order to avoid duplicate questions in cases where a family member's health insurance status is known through another household members' report. Second, question wording was modified to account for the growth of Medicaid-type programs which now go by a host of different names at the state-level. Third, the new instrument produces more detailed information on children enrolled in public health insurance programs. While the current SIPP instrument aggregates month-level coverage data for all public programs across all children, the redesign disaggregates the Children's Health Insurance Program from other Medicaid-type programs, and produces monthly coverage data at the child-level. Finally, the new instrument includes a question to verify those apparently uninsured. Paper covers highlights of the instrument changes and their impact on the estimates of coverage.
