Abstract:

While the vast majority of the U.S. population lives as families or individually in houses, apartments, and the like, collectively known as "housing units," several million people live in group situations such as college dormitories, nursing homes, prisons, migrant workers' dormitories, and convents collectively known as "group quarters." Special Places are the larger administrative units containing one or more group quarters, such as colleges or universities and nursing facilities. This paper discusses results from evaluations and operational assessments of the Census 2000 enumeration of special places and groups quarters, including how the list of places to enumerate was developed and how well procedures for enumerating group quarters worked. It also discusses lessons learned from the Census 2000 enumeration of group quarters and what research and development efforts are already in place at the Census Bureau to improve the group quarters enumeration in the 2010 Census.
