Title: Effect of New and Additional Contact Strategies on Cooperation Rate and Data Quality

Abstract:

The Census Bureau conducted a 2003 National Census Test which consisted of three major components. These components included various response mode options, new and additional contact strategies and alternative race and Hispanic origin questions. This paper will focus on the contact strategy component and examine item nonresponse and form completeness as it relates to contact strategy. Three contact strategies were used in the test. The first was similar to the mailing strategy used in Census 2000, which included three mailings--an advance letter, an initial questionnaire, and a reminder postcard--but no replacement questionnaire. The second strategy was the same as the first except it included a replacement questionnaire and a telephone reminder in place of the postcard reminder. The final strategy was again similar to the first except the initial questionnaire contained a due date on the outgoing envelope and included a replacement questionnaire containing a statement saying that it is not too late to respond. Analysis and comparison of these contact strategies will help identify improved contact strategies for increasing self-enumerated response to the census.
