Title: Survey of Income and Program Participation: A New Instrument for 2004

Abstract:

After an in-depth four-year study of alternative approaches to income measurement, the Census Bureau is introducing an enhanced instrument for the 2004 panel of the Survey of Income and Program Participation. The new instrument reflects some new content, a different approach to collecting some of the current content, standardization of approaches common across segments of the instrument, and the addition of new approaches to nonresponse follow up. This paper presents an overview of the new instrument and a discussion of new content and issues than span multiple sections of the instrument, such as the standardization of approaches to the reference period. Other papers in this session will present more in-depth discussion of selected components of the instrument: expanded roster probes, labor force and earnings, assets and general income, and health insurance.
