Title: Quality Issues During the Last 50 Years: Some Observations

Abstract:

Quality is a concern for producers and users of surveys and official statistics. Over the years, users have gradually changed their views on the relative importance of different quality dimensions, for example, from accuracy toward timeliness, coherence, accessibility, and clarity. Producers have, in the main, tried to change their ways of working to accommodate these new user preferences. Examples of such efforts include adoption of quality management philosophies with an emphasis on user contacts and audits of survey and organizational performance. The costs and effects of different quality tools have also changed. Postsurvey evaluation studies have become relatively more expensive, and few users are now interested in evaluation results that appear long after the main study is published. Instead new ways of assuring and controlling quality appear, for example standardization of processes and analysis of quality indicators. This paper is dedicated to Tore Dalenius, who was among the pioneers in the survey quality field. We will discuss some of his ideas as we proceed through the decades of quality work performed on surveys and official statistics.
