Title: Quality Management and the Australian Census

Abstract:

Total quality management (TQM) has been a key tool for driving improvements in census collection operations, processing, and output in Australia. This has contributed to a reduction in the per capita cost of conducting the census, greatly reduced the time gap between the conduct of the census and the release of the detailed outputs, and a better understanding of and improvements to the quality of the census data. The paper will describe how TQM approaches have been used over the past three Auistralian censuses and detail the challenges envisaged for the 2006 Census.
