Title: Evaluation of Inconsistent Poststrata

Abstract:

The U.S. Census Bureau's Accuracy and Coverage Evaluation (A.C.E.) used dual-system estimation (DSE) to measure coverage error of the U.S. population in Census 2000. The U.S. Census Bureau later calculated A.C.E. Revision II DSEs because the original A.C.E. DSEs were found to be flawed. Both the original A.C.E. DSEs and the A.C.E. Revision II DSEs can be affected by inconsistent poststratification bias. This bias occurs when there is inconsistency in the E-sample and P-sample reporting of characterisitics used in defining the poststrata. This bias affects estimation of the P-sample match rate component of the DSE. This inconsistency bias in the DSE was calculated using models produced by Shelby Haberman.

This study measures the impact of inconsistency bias on the original A.C.E. DSE and the A.C.E. Revision II DSE by adjusting the DSEs for inconsistency bias. The DSE adjusted for inconsistency bias is compared to the un-adjusted DSE to see if significant differences exist. The models used to calculate inconsistency bias do not estimate variances. So, variances are calculated using a simple jackknife estimate based on 32 replicates.
