Title: Which Rate Is Right? Continuing Debate on Small Area Rate Estimation

Abstract:

There are various approaches to estimating small area rates. They include model-based parametric rates (for instance, those based on hierarchical models and regression models) and nonparametric rates (such as directly and indirectly standardized rates). While nonparametric rates routinely use population-weighted averages, parametric estimation of rates allows the use of the population as the weight or not. This luncheon will open discussions on what the best strategy is for making health policy decisions.
