Abstract:

It is well known that cluster sampling may cause biased estimates of precision for small area estimates and correcting for the bias may be problematic. Throwing out correlated data to create independence or resampling independent subsets of the data may not use the data efficiently. Alternatively, unit level models need to include additional modeling assumptions to incorporate the effects of sample selection. A Bayesian model-based approach incorporating the salient features of cluster sampling into the model will be presented. Comparisons with the various approaches to account for clustering will be highlighted.
