Abstract:

In 1999 there was much speculation on the volume and extraordinary growth of e-commerce sales in the United States. To address this phenomenon, the U.S. Census Bureau began measuring the e-commerce sales of retailers as part of the monthly retail trade survey starting with the fourth quarter of 1999. This paper provides an overview of the quarterly retail e-commerce measurement program and highlights the process and methodology for producing the release and its relationship to the monthly retail trade survey. Also included is a discussion on some of the issues faced in developing the e-commerce program. This paper is the United States' contribution to a session on retail trade statistics, where representatives from four countries -- the United Kingdom, Australia, Canada, and the United States -- will present a unique feature of their subannual retail trade statistical program.
