Title: Using Hot Deck Donor Imputation Methodology in the Service Annual Survey

Abstract:

The U.S. Bureau conducts several annual surveys to collect data for industries within the services sector of the economy. These surveys collect details that describe the various ways establishments obtain revenue. Although it is rare for a unit to obtain revenue from all possible sources, our current imputation methodology is such that a value is imputed for all missing details regardless of the typical reporting pattern of similar sample units.This paper describes methods and results of research conducted to determine whether improved estimates could be realized by using multiple-donor hot deck imputation for the missing revenue items.The paper also suggests a method for calculating variance estimates that accounts for the fact that data have been imputed.
