Abstract:

The U.S. Census 2000 again demonstrated the U.S. Census Bureau's commitment and ability to provide an accurate count of the population. The Census Bureau continued its long history of effective quality control for data collection and data processing, but Census 2000 revealed challenges the Census Bureau must meet to continue to conduct high-quality censuses in the future. We know that Census 2010 will be more automated and complex than Census 2000, using technology that has not yet been completely developed, and more outsourcing than ever before. To continue to provide an accurate census on time and within budget, the Census Bureau must move beyond quality control to a comprehensive quality assurance program, integrated across all census activities. This paper describes the quality assurance strategy the Census Bureau has begun to implement now to meet the challenges of Census 2010.
