Abstract:

The early days of the U.S. Federal Committee on Statistical Methodology (FCSM), under the leadership of Maria Elena Gonzalez, were filled with the wisdom of Tore Dalenius and Tom Jabine. These days were marked by major Federal Statistical System methodological improvements. Method improvements arose through a combination of technology transfer across agencies and technology transfer into the Federal Statistical System as a whole. Tore Dalenius helped to facilitate the first and was a major leader of the second. This paper develops the history of those days and Tore's key role in the transformation process begun through his gentle scholarship, persuasive persistence and forthrightness. My emphasis will be on his role in process quality, especially innovations in reporting nonsampling errors, which eventually became known as "quality profiles."
