Title: The Influence of Questionnaire Design on Measurement Error and Survey Comparability: A Cautionary Tale from Census 2000

Abstract:

Caomparison of differences in the questions and survey procedures used in the surveys presented two recent data anomalies to Census Bureau statisticians. In the first example Census 2000 and the American Community Survey produced different race distributions. In the second example the Accuracy and Coverage Evaluation survey apparently failed to identify a substantial number of erroneous enumerations in the census. This paper examines the evidence concerning the sources of variation in reporting in each example, and discusses the implications for how survey questions should be designed and tested to improve the quality and comparability of survey measurements.
