Because replicate variance estimation does not account for the finite population correction, the variance may be significantly overestimated when the sampling rate is relatively large. For a stratified sample with a range of sampling rates, it is not practical to try to correct for the bias by adjusting the estimate directly. In previous work (Hinkins, Moriarity, and Scheuren, 1996), we proposed a method that uses overlapping replicates to reduce the bias, without increasing the computational burden to the data user. The additional burden of complexity is borne by the data producer in creating the replicates. We examine properties of the method in more general conditions, such as when the sample size cannot be divided into replicates of equal size. We also consider the use of this methodology for improving estimates of change over time, using permanent random numbers.
