Title: Vital Statistics--The Researcher's Need to Know and the Individual's Right to Privacy

Abstract:

Vital statistics (e.g., births and deaths) are used extensively in public health research, demography, and other population research. Because vital statistics data sets represent a census of all events occurring within a given area, they are in great demand by researchers interested in national, state, and local (small area) analyses. Vital statistics are collected under the authority of each state. There is no federal law governing the collection of this information, although NCHS is mandated to publish national vital statistics. The NCHS obtains these data from each state through the Vital Statistics Cooperative Program (VSCP). The VSCP provides for a contractual arrangement between the NCHS and each individual registration area. The VSCP contract specifies how and under what conditions the data may be used, among other stipulations. This presentation will discuss how NCHS strives to balance the preservation of confidentiality with the researcher's need for access to detailed vital statistics data.
