Abstract:

This paper will describe and analyze demographic shifts captured and documented between the 1970 and 2000 censuses to delineate demographic variables and methods for improving the measurement of the count and characteristics of the U.S. population in the 2010 census. These shifts include age distribution, life expectancy, fertility rates, racial/ethnic composition, immigrant composition, nativity/citizenship, and residential mobility. The social, political, economic, and geographical contexts of these shifts will also be examined with qualitative and quantitative demographic methods, including cohort analysis. The goal of this analysis is to inform measurement methods that are legally defensible, policy/programmatically relevant, scientifically and technically robust, operationally feasible in real time, and clearly communicated to all stakeholders.
