Title: Releasing Partially Synthetic Data Sets to Protect Confidentiality

Abstract:

To avoid disclosing sensitive microdata, agencies can release what I call partially synthetic datasets. These are comprised of the units originally surveyed, but some collected values are replaced with multiple, imputed values. I present rules for combining point and variance estimates to obtain inferences from partially synthetic datasets. These rules differ from the usual rules for multiple imputation and from the rules for fully synthetic datasets developed by Raghunathan et al. I also present the results of simulation studies of partially synthetic data simulation strategies.
