Abstract:

Administrative records, such as tax returns, are often used in developing sampling frames and adjusting estimates. The Internal Revenue Service takes this a step further for the Statistics of Income programs, using the tax records as survey questionnaires. Any use of such administrative records, however, brings with it the conditions under which the records are created, including exemptions from reporting data items. In this particular case, the tax regulations allow certain partnerships to withhold the details of their asset holdings. We will review the impact of this exemption on the sample design and estimate the understatement present in the published data.
