Description
This session provides a broad spectrum of ideas and best practices for statistical data collectors to ensure proper stewardship for personal information they collect, process, and disseminate. The authors will discuss, legal, policy, organizational and methodological options for protecting respondent confidentiality and privacy in today's information society. This discussion will expand on recommendations made by the General Accounting Office in its report "Record Linkage and Privacy: Issues in Creating New Federal Research and Statistical Information," to build a privacy protection toolbox and to enhance data stewardship. Speakers will describe their experiences in developing and implementing privacy principles and applying privacy impact assessments. They will discuss policies and procedures to protect the rights of human subjects in social and behavioral research. They will identify best practices and discuss implementation issues and tradeoffs. They will describe training and promotional efforts to educate and inform the public about their policies and practices. The speakers will present stewardship issues from their unique perspectives in government, academia and the private sector
