Abstract:

This paper describes the development of WesPSU and demonstrates this software's options and capabilities. WesPSU was developed as part of Westat's general area sampling suite of software. WesPSU uses concepts borrowed from more proper optimization techniques to allow for the standardized, efficient resolution of the PSU formation problem. First, the general constraints, objectives and issues relevant to PSU formation are presented. Second, the data sources and routines necessary to automate this process are discussed. Third, some applications of this software are reviewed. The presentation concludes with an on-screen interactive demonstration.
