Abstract:

The U.S. Department of Education's Office for Civil Rights is responsible for ensuring compliance with civil rights laws prohibiting discrimination in federally funded education programs. Since 1968, data collected for the Elementary and Secondary (E&S) School Civil Rights Compliance Report have provided an important source of information for federal civil rights enforcement efforts, as well as for social scientists and civil rights advocacy groups conducting research on discrimination issues. The data collected by the Office for Civil Rights (OCR) include counts of students (membership) by sex and race/ethnicity for various categories of students defined by disability status, limited English proficiency, participation in advanced placement programs and other characteristics. The data are collected at roughly two-year intervals from nationally representative samples of schools and school districts using a stratified two-stage probability sample design. The purpose of this paper is to describe the sampling, weighting, and imputation procedures used to develop national and state-level estimates for OCR's Compliance Reports.
