Abstract:

The National Survey of Veterans (NSV) was conducted to obtain current information relevant to planning and budgeting of the VA programs and services for veterans in general, as well as for certain subgroups of veteran population. The sample design employed was a dual frame design with list-assisted Random Digit Dial (RDD) sample of telephone households and a sample of veterans from the administrative files; health care enrollment and pension and compensation files. We evaluated the design efficiencies of a number of alternate sample design options including RDD and dual frame designs differing in sample allocation strategies. For each of the sample design option, we also obtained the cost estimates using linear cost models incorporating screening and extended interview unit costs. Finally, we have discussed the weighting strategy for the dual frame design.
