Abstract:

The design effect--the ratio of the variance of a statistic with a complex sample design to the variance of that statistic with a simple random sample of the same size--is a valuable tool for sample design. A design effect represents the combined effect of several components such as stratification, clustering, unequal selection probabilities, and weighting adjustments for nonresponse and noncoverage. From the components found in one survey, the sample designer can then reassemble estimates of the design effects for alternative sample designs for the survey being planned. This paper discusses design effects and their application in the design of household surveys.
