Following one of the most closely contested elections in American history, a group of the nation's largest news organizations retained NORC to conduct an in-depth inventory of uncounted ballots from the presidential race in Florida. Plans called for producing a database describing in detail the 180,000 Florida ballots that did not register a vote on machine counts, including both undervotes (no vote for president recorded) and overvotes (two or more votes for president). In this presentation, we will examine the variabilities in the voting system, as both machine and hand tabulations produce slightly different results with each pass through the ballots, and will discuss the magnitude of the margin of error of the measuring instrument (i.e., the ballot systems) as compared to the true but unknown difference in votes between the two major candidates.
