Title: Nonresponse Follow-up for Census 2000

Abstract:

The objective of Nonresponse Follow-up (NRFU) was to obtain completed questionnaires from households in the mailback areas that did not respond by mail. If a questionnaire was not checked-in on or before April 10, 2000, the housing unit was targeted for NRFU. A Late Mail Return operation subsequently identified housing units that were checked in after the initial universe was identified. A list of these IDs were sent to the field offices where staff clerically removed them from the assignment workload. The enumerator's first objective was to visit each household in person to try to obtain an interview. If no interview was obtained after the specified number of visits, then enumerators were instructed to obtain information from a proxy respondent. The NRFU operation was scheduled to occur from April 27 through July 7, 2000. This paper reports on the results of the Nonresponse Follow-up operation.
