Title: Changes in Evaluation Enumeration Status of E-sample People in the Accuracy and Coverage Evaluation

Abstract:

In order to determine the enumeration status of the E-sample (or census) people in the Accuracy and Coverage Evaluation (A.C.E.), we used the results from two field interviews: the A.C.E. Person Interview and the A.C.E. Person Followup Interview. In order to evaluate the quality of the A.C.E., we performed an evaluation interview, consisting of a subsample of the full A.C.E. After reviewing the forms, we assigned new enumeration statuses to a subsample of E-sample people, based on three interviews: the initial A.C.E. Person Interview, the A.C.E. Person Followup interview, and the A.C.E. Evaluation Followup interview. In this paper, we will investigate the reasons for enumeration status changes and the effect on the erroneous enumeration rate, as measured by the original A.C.E. These data can indicate where further research may be needed in order to properly capture the enumeration status of an individual in the decennial census or the subsequent coverage measurement survey.
