During Census 2000, enumerators contacted over 42 million households to conduct interviews for those households that did not respond during the mailout/mailback phase. The Census 2000 was the largest interviewing operation the Census Bureau has ever undertaken.
Given the large, temporary workforce the Census Bureau employed to conduct the interviews, we needed to design and implement a comprehensive quality assurance (QA) program to ensure quality results. For all of the interviewing conducted by census enumerators, the Census Bureau implemented a reinterview program to ensure the quality of the data collected during the interviews. The goal of the reinterview program was to detect and deter discrepant results.
In addition to the reinterview program, we implemented dependent reviews of all data entry in the local census offices as well as office-level review of reinterview questionnaires to ensure the quality of the data being submitted by census enumerators.
This paper will present a look at how we implemented the various QA programs for our enumeration activities.
