Abstract:

An important source of non-sampling error in frame development is address duplication. This paper examines situations where addresses were included as both Housing Units and Group Quarters in the ACS sample frame. Specifically, it will discuss the frequency of duplication, the possible sources of duplication and the impact of duplication on ACS estimates within three sample counties. In addition, it will highlight some of the procedures used to eliminate duplication plans for future improvements in this area.
