This paper will provide an operational perspective from the Census Bureau's Denver Regional Office, on conducting the Decennial Census on the Navajo Inidan Reservation. In 1990 and 2000, this reservation was the site of the only Local Census Office wholly contained on an American Indian Reservation, totally responsible for the census field operations on reservation lands. This paper will focus on the unique challenges of conducting a census on this large reservation that spans three states. Opportunites and unique challenges explored will include: executing geographic programs on the reservation, recruiting key managers for census operations, setting up and working with the Complete Count Committee, recruiting and training staff, working with tribal officials, the legal government to government relationship between the tribe and the Federal government, outreach on the reservation through the partnership program, and the unique cultural and language factors that impact census work on this reservation. I will review the 1990 activities on the reservation to activities in 2000, and then present recommendations on better ways to conduct the census on this reservation in 2010.
