Title: Puerto Rico Family Income Survey--1999

Abstract:

The survey was conducted in agreement with the USBOC and the PRBLS to provide the USDOE with poverty estimates--a scientifically rigorous survey design that was modeled after the March CPS-Income Supplement. BOC poverty thresholds and family definitions were used. A three-stage stratified area probability sample of 1,600 was drawn with probabilities proportional to numbers of occupied HHS based on 1990 Census STF. Digitalized maps were prepared using Map Info. Interviewer selection and training was conducted in collaboration with BOC staff. Monetary incentives and an informed consent document were used. A pilot study was used to test the instrument, and telephone validation was performed on 20% of the sample. The final sample yielded 1,392 HHS and 2,708 persons 15 years or older. The refusal rate was only 1.1%, and a linear model was used for income imputation of missing values for HHs and persons 15 years or older. A Weighted Estimation adjusted for HHS and person level nonresponse and noncoverage. The survey data produce an estimate of 54.75% poverty level for persons aged 5-17 with an standard error of 3.08%. A family monetary income distribution for 1999 was estimated.
