The National Science Foundation's Division of Science Resources Statistics conducts several surveys of individuals educated or working in science and engineering. Collectively, the surveys are called SESTA--a comprehensive and integrated system of information about the employment, educational, and demographic characteristics of scientists and engineers (S&E) in the United States. Multiple sampling frames are necessary to efficiently sample individuals with differing educational attainment. Each decade the new census, one of the source frames, allows us to update coverage. Along with evaluating the use of the new census, all sampling frames and the sample designs used with them were reviewed. This paper describes this redesign effort and decisions for the next decade to be implemented with the 2003 cycle of these surveys.
