Abstract:

The US Government is responsible for managing certain Indian land and money accounts held in trust. A large-scale effort is underway to improve the accounting for these accounts, and part of that effort involves reconciling the history of trust land ownership and leasing records with the accounts. Land title records are the starting point for the effort. Survey sampling will be a necessary technique, as the number of individual land parcels is immense. Adding to the challenge is that records for the land are maintained in numerous offices, each with different record-keeping practices. This paper will examine the complex frame issues surrounding the project, and consider various solutions that may help.
