Abstract:

Post-secondary institutions can be broadly classified into two universes, according to whether or not they participate in Title IV federal financial aid programs. A comprehensive listing is available for the universe of institutions that participate in Title IV; however, the number of institutions that do not participate in Title IV is not known at this time. The Department of Education is conducting a study that will, as one of its primary goals, estimate the coverage of an existing list through an area sample. The area sample permits the use of concentrated resources in sample areas to obtain lists of post-secondary institutions from various sources. These lists are compiled and unduplicated to generate a sampling frame of candidate-eligible institutions in each area. This paper presents the sample design, and using eligibility data, some comparisons of alternative frame sources. It also presents results of simulations contrasting variance estimates obtained with different sampling strategies.
