Abstract:

Administrative record use and data sharing among federal agencies have been proposed as ways to deal with the rising costs and declining coverage of the decennial census. Decennial censuses beginning in 2010 may rely on expanded use of administrative record information obtained from other federal agencies. However, effective use of administrative records may require asking for a Social Security number on the census form. A Social Security number for each individual listed on the census form would be necessary to link responses to administrative data. Since administrative record use has broad implications on decennial census methods, it is important to collect data on how the public responds to differently-worded notifications about the census bureau's use of administrative records as well as requests for Social Security numbers. This paper will study the effects of differently-worded notifications of administrative record use and two strategies for obtaining Social Security number information on response to the Social Security Number item when requested in a census environment.
