This research explores how mode of non-response follow-up (overnight delivery or telephone administration) to a nationwide mail survey of 168,000 Medicare Fee-For-Service (FFS) beneficiaries affects survey estimates of CAHPS (Consumer Assessment of Health Plans Study) performance measures. Sample members who did not respond after two mailings and who lived in the fifty-three (primarily urban) counties, where response rates were lowest, either were placed into telephone follow-up (if a telephone number could be obtained) or were sent the survey via overnight delivery. Sample members who were followed-up by overnight delivery reported to be in poorer health and rated Medicare lower than those who were followed-up by telephone. These differences between modes were not appreciably affected by the inclusion of numerous covariates and may be attributable to a social desirability bias which causes respondents to report more favorable responses to an interviewer than they would on a self-report instrument.
