Abstract:

In 1998, HUD began inspecting various properties to assess their physical condition; for each property, the site, most buildings, and some dwelling units are inspected. These inspections result in scores (that can range from 0 to 100) based on conditions found at the property. To assess the extent of inspection sampling error, inspection score standard errors, based on the jackknife methodology, were computed starting in 1999. The methodology was systematized, as one of several improvements to the sampling and scoring systems, in September of 2001.

This paper gives an overview of inspection sampling and how inspection scores are computed. Then, the methodology for standard error computation is given. The relationship between system-generated standard errors is related to inspection scores using generalized variance functions. Finally, current and proposed uses of standard errors are discussed.
