Title: Measuring Consistency of Poststratification Variables for Housing Units in the Census 2000 Accuracy and Coverage Evaluation

Abstract:

The Census Bureau used Dual System Estimation to measure the coverage of housing units in Census 2000. In Dual System Estimation, a sample of housing units in the census is matched to a sample of housing units obtained from an Independent Listing, and poststrata estimates are computed from the match results.

Of the housing units that appeared in both samples, some units were classified to a different poststratum in the census sample than the poststratum they were assigned to in the independent sample. This inconsistency can generate bias in the dual system estimates if the coverage characteristics between the two poststrata differ significantly. This paper examines the level of consistency of the different poststrata variables in classifying the housing units to poststrata.
