Title: Estimates from the American Community Survey Rolling Sample Design

Abstract:

The Census Bureau's proposed new American Community Survey will use a rolling sample design to provide data on small areas and small population groups throughout the decade. For the smallest groups, the usual estimates will be five-year moving averages, but in some circumstances these will be supplemented by three-year or one-year estimates, even for very small groups. Some data users familiar with a "decennial snapshot" have expressed surprise that a rolling sample can make useful estimates for small groups, but our contention is that it is for these groups that the need for "continuous measurements" is most important. Come for a lively discussion of this up-and-coming topic.
