Title: Conversion of Multiple Survey System Edits and Imputation to StEPS

Abstract:

EIA currently operates families of separate, specifically designed survey systems. These survey processing systems operate in multiple environments--mainframe, LAN, and PC--and languages, and use a variety of editing procedures. In an effort to redesign and consolidate some of these systems, EIA has been evaluating StEPS developed by the US Bureau of Census as a viable alternative to new custom design sytems. This paper will describe the early stages of this effort and compare the current editing processes and procedures to those in StEPS, highlighting new capabilities available and capabilities no longer available, and the overall effect on the data.
