The Agricultural Marketing Service (AMS) of the U.S. Department of Agriculture was charged to implement a new law requiring large meat packing plants to report all acquisitions, through various purchasing arrangements, for specific time periods daily and requiring AMS to issue summary reports an hour later. Even though markets were usually active, conventional confidentiality rules meant that many planned reports and data cells could not be released. Analyses of data from the first 60 days of operation demonstrated that market participation was random and non-identifiable such that a new confidentiality procedure could be developed, which allows most reports to be issued. This paper will discuss the analyses leading to the new procedure and performance results for the first year of operation.
