Abstract:

An area sample survey demands several complex steps to plan, execute and deliver in a cost- and time-efficient manner. Area sampling usually involves the formation, stratification and selection of primary sampling units (i.e., groups of counties), and subsequently, the formation and selection of segments (i.e., groups of census blocks), and the selection of dwelling units. Since there continues to be a need for area samples because of their traditionally higher response rates, Westat has created and maintained an automated sampling suite of software. In order for the system to be used widely, the software was developed in consultation with most of the statisticians and programmers who would become the ultimate users. The cost and usefulness of the software system benefited from a carefully planned and efficiently executed development process. This paper will include a discussion of the 'When-tos' and 'Why-tos' for proceeding with statistical software develop as well as the 'How-tos' of producing a useful software system for area sampling. The general underlying methodology for each step of the sampling procedure is discussed.
