Environmentally-adjusted macro-aggregates have been proposed to meet the needs of emerging policy concerns. The development of such aggregates presents several difficulties, most of which are related to the valuation of non-market services. In response to these problems, a broader framework for modeling the interaction between the economy and the environment is provided by the System of integrated Environmental and Economic Accounting (SEEA). The SEEA brings together economic and environmental information in a common framework according to concepts, definitions, and classifications consistent with the conventional economic accounts. It serves as the underlying framework for the derivation of environmentally adjusted macro-aggregates, as well as sector and resource specific indicators. The SEEA can also be used in economy-wide modeling to examine the impacts of structural changes in the economy on the environment. The paper discusses advantages and problems in the development of environmentally-adjusted macro-aggregates. It also presents the SEEA as a model for measuring the impacts of the economy on the environment and of the environment on the economy.
