Model-based sampling theory has seen significant theoretical development over the last 25 years. However, it is unclear how much of this has made its way into survey practice. The discussion will focus on identifying those areas where model-based methods have made an impact, and more importantly, those areas where it has the potential to make an impact. In particular, does model-based theory offer the only way we can realistically deal with total survey error?
