Medicaid Payment Reform, Health Care Delivery System Transformation, and Other Hot Topics (304418)

Joseph Meko, who manages “integrity analytics” for Tennessee’s Medicaid program (TennCare), will give an overview of TennCare’s wide variety of programs, the difference between fee-for-service and managed care, and the role of program integrity analytics in combating fraud, waste, and abuse. Arlene Ash, who works with Massachusetts’ Medicaid program (MassHealth) to support and evaluate its major payment and delivery system reform initiatives, will discuss the role of payment models that recognize higher levels of need based on both medical and social risks, and how MassHealth is working to encourage effective coordination for people with complex needs. We will also discuss some Medicaid proposals being considered by Congress this year, such as, “block grants” and “per capita caps,” and we will encourage discussion from other attendees.
