Statistics and Substance Abuse Policy Keywords: statistics, substance abuse, policy Surveys and administrative records are major vehicles through which information are collected and used to inform public policy. Variations of the choices and severities of drug use as well as the treatment access and care across regions and communities call for sub-national estimates so that comparative effectiveness of substance related health services can be best performed. This study investigates how data collected for nationally representative estimations can be used for sub-national estimates. The data utilized include the Health Care Utilization Project data, the American Community Surveys, and the National Crime and Victimization Surveys. Challenges as well as innovative statistical approaches will be presented. Limitations and the future directions for the research will be discussed.
